What is Enaya Program?

Enaya Program is a government-sponsored health insurance scheme launched by the Dubai Health Insurance Corporation (DHIC). It combines all existing government health programs under one umbrella to offer wide-ranging medical coverage to eligible individuals and their dependents.

This program covers both routine and specialised medical needs, from preventive care to chronic disease management. Who Can Participate in the Enaya Program?

The Enaya Program is available to two main groups —

Dubai Government Employees

All full-time employees of Dubai Government departments are eligible to join the program. Along with the employee, the following dependents may be covered —

  • One wife (only one spouse is covered)
  • Parents of the employee are not eligible for coverage under Enaya — regardless of residency or dependency status
  • If the employee and their eligible family members are covered under Enaya Program, they must submit a signed written declaration — this is to confirm that they are not enrolled in any other government-provided health insurance plan in Dubai
  • Up to three children
    • Sons up to age 21 (must be UAE residents and unemployed)
    • Daughters up to age 21 (must be UAE residents, unmarried and unemployed)
    • Employees are allowed to swap one covered child for another once per year, but this change cannot be made retroactively 

HR Compliance Requirement

It is the responsibility of the Human Resources department to obtain a signed declaration from each eligible employee. This is to confirm that they understand and agree to comply with the above rules and conditions.

Emirati Citizens Without Other Government Insurance

Dubai nationals who don’t benefit from any other government-funded insurance plan can enroll in the Enaya Program. The coverage extends to —

  • The insured individual
  • Their spouse
  • Sons up to the age of 24 years
  • Daughters until they get married or start working
  • Parents

All members are required to sign a declaration confirming that they are not covered by any other Dubai Government medical plan.

How to Enroll in the Enaya Program?

You can enroll in the Enaya Program through any of the two following options —

Online Registration

Eligible individuals can call the Neuron toll-free helpline at 800 436292 to receive online registration support.

Kiosk Registration

Members can also visit a designated Enaya Kiosk and register using their Emirates ID card. The steps are as follows —

  • Press ‘Start’ on the screen
  • Insert your Emirates ID into the reader
  • Fill in the required personal details
  • Add dependents (if applicable)
  • Confirm the registration

A valid Emirates ID is required for kiosk registration. If you already have another government insurance, you will not be eligible to enroll under the Enaya Program.
