Dubai has long been associated with luxury, and nowhere is this more visible than on its roads. For many residents, a car is not just a means of getting around but a reflection of their lifestyle. Owning more than one vehicle, whether a daily sedan, a premium SUV for the family or a sports car for the weekend, is a familiar sight across the UAE. But this will now come with the UAE 5 vehicle registration limit.

From 1 January 2027, the regulation for 5 registered vehicles per individual resident will be applicable to all under Cabinet Decision No 174 of 2026. You can hold a maximum of five vehicles, and an additional fee will be charged to register or renew every vehicle beyond the first two.

The decision approves the Executive Regulation of Federal Decree-Law No. 14 of 2024 on the Regulation of Traffic and replaces rules in place since 1997. If you have one or two cars, you will see no change. Multi-car owners and car enthusiasts, however, will need to plan ahead.

What is the New UAE 5 Vehicle Registration Limit?

The UAE resident vehicle registration limit is explained in Article 89 of the new Executive Regulation. Here’s how it works:

  • The first two vehicles: An individual resident can own and register two vehicles under the standard provision, with the usual registration and renewal process.
  • Vehicles three, four and five: You can still register or renew them. However, you will pay an additional fee for each one.
  • The ceiling: The total number of licensed vehicles in your name cannot go beyond five.

When Do the UAE Vehicle Registration Rules 2027 Take Effect?

While the Executive Regulation was issued on 6 October 2026, it will apply from 1 January 2027. It approves the Executive Regulation of Federal Decree-Law No. 14 of 2024 on the Regulation of Traffic. It also replaces the old executive regulation that had been in place since 1997 under Ministerial Decision No. 130 of 1997, along with the related implementing decisions it repeals.

All in all, the new regulation is not a small tweak. It replaces rules that UAE drivers have followed for almost three decades.

Who Does the UAE Car Registration Cap Apply To?

The UAE car registration cap is applied to individual residents. If the vehicles are registered in your personal name, the five-vehicle ceiling and the extra fee after two vehicles will apply to you.

But what about companies? The five-vehicle provision refers to individuals only. Article 89 does not set a matching number for vehicles registered under a company or trade license. No separate limit for businesses in the regulation has not been clarified so far. If your business runs a fleet, keep an eye on updates from your licensing authority.

Now, the biggest question is: what if I already have more than five vehicles? The regulation does not clearly explain how the UAE resident vehicle registration limit 2027 will apply to people who already have more than five registered vehicles. But if you are going for a renewal of additional vehicles, you must pay an additional fee.

What Has Not Been Announced Yet?

The rule is clear on the numbers, but several practical details are still missing. Here is what the regulation does not yet tell us:

  • How much is the extra fee for the third, fourth, and fifth vehicle?
  • Will the fee be the same in every emirate?
  • What happens to residents who already own more than five vehicles?
  • Is there a grace period after 1 January 2027?
  • Does a separate limit apply to company-registered vehicles?

Until the fee schedule and transition rules are published, the safest approach is to plan for an extra cost on every renewal beyond your second vehicle.

What Else Changes for Vehicle Licensing Under Article 89?

The vehicle cap is only one part of Article 89. The same article sets a few other licensing rules that every car owner should know:

  • Online Applications Only

Owners, or someone legally authorised on their behalf, must submit licensing applications through the electronic channels or apps announced by the licensing authority.

  • No Licensing For Right-Hand-Drive Vehicles

Right-hand-drive cars cannot be licensed in the UAE. They can only be used for display purposes. If you are importing a car or buying a collector’s model from abroad, check the steering side before you pay.

Important Things To Remember Before January 2027

If you own more than two vehicles under your name, here are some small preparations to avoid any penalty:

  • Count What is in Your Name: Check how many vehicles are registered under your Emirates ID through the RTA app or your emirate’s licensing service. Older cars you no longer drive may still be on the list.
  • Note Your Renewal Dates: Any renewal for your third, fourth, or fifth vehicle that falls after 1 January 2027 may attract the extra fee.
  • Decide On Vehicles You Rarely Use: If a car has been parked unused, this may be a good time to sell it or transfer its ownership.
  • Ask Your Licensing Authority Directly: If you hold more than 5 vehicles, contact the RTA or your local authority to understand how your existing vehicle registrations will be considered.
  • Watch For The Fee Announcement: Keep checking official updates, as the fee amount and transition rules are still to come.

How Does the New Rule Affect Your Car Insurance?

Since every vehicle in the UAE needs valid car insurance to be registered or renewed, the new limit may also affect your insurance plans. With an extra fee applying from the third vehicle onwards, keeping several cars will cost more, so it’s worth reviewing the cover on each one.

If you sell a vehicle to stay within the limit, remember to cancel or transfer its policy. You can compare car insurance plans for all your vehicles on Policybazaar.ae and decide which benefits or add-ons you need for which car.

FAQs

How many cars can one person register in the UAE from 2027?

Under the new rules, an individual resident can register up to five vehicles. The first two come under the standard provision, while the third, fourth, and fifth cost an extra fee at registration and renewal.

How much is the extra fee for vehicles beyond two?

The fee amount has not been announced yet. It is also not clear whether it will be the same across all emirates.

Does the five-vehicle limit apply to companies?

The limit applies to individual residents. Article 89 does not set an equivalent cap for company-registered vehicles.

I already own six cars. Do I have to sell one?

The regulation has not explained how it will treat residents who already have more than five vehicles. It is best to check with the RTA or your emirate’s licensing authority before 1 January 2027.

Can I register a right-hand-drive car in the UAE?

No. Under the new regulation, right-hand-drive vehicles cannot be licensed. They can only be used for display purposes.

Do I need separate insurance for each registered vehicle?

Yes. Every vehicle needs valid car insurance to be registered or renewed in the UAE. If you own several cars, a multi-car policy may be worth comparing.
