Your UAE car insurance stops at the UAE border. The Central Bank of the UAE’s Unified Motor Vehicle Insurance Policy says so in plain terms: damage to your car outside the policy’s stated territory is not covered unless you buy a rider that extends the cover. So a road trip to Muscat or Riyadh needs a second layer of insurance, plus a small stack of paperwork that most drivers only discover at the checkpoint.

Does Your UAE Car Insurance Cover You in Oman or Saudi Arabia?

No. A standard UAE motor policy covers your car inside the UAE only. Cover outside the country has to be added as a written extension. This is not an insurer's small print. It comes straight from the regulator. The Unified Motor Vehicle Insurance Policy Against Loss and Damage, issued under Insurance Authority Board Decision No. 25 of 2016 and now held in the Central Bank of the UAE Rulebook, lists it under Chapter Four (Exclusions). The insurer will not pay for loss or damage that happens to the car outside the geographical territory set out in the policy, unless a rider extends cover to that territory.

The same rulebook, in Chapter One, confirms the fix: you and your insurer can agree extra cover through a rider, in return for an extra premium. That rider is what UAE insurers sell as “GCC cover” or an “Oman extension”.

Most drivers assume one covers the other. It does not.

If you carry only the Orange Card and you roll your car in a wadi outside Nizwa, nobody pays for your car. If you carry only a GCC extension and you hit another car in Al Khobar, you have no valid Saudi third-party policy, and you are in breach of Saudi law.

What is the Orange Card, and is it the Same Thing as Saudi Insurance?

The Orange Card is a cross-border third-party motor insurance certificate used across Arab League countries. It is not used in Saudi Arabia. Saudi Arabia runs its own compulsory system called Manafith.

What Exactly Does the Orange Card Do?

The Orange Card proves that your car carries valid third-party liability cover in the country you are driving into. It comes from the 1975 Arab Insurance Card Convention. Each member country runs a unified bureau that handles accident reports, claims, and settlements with the other bureaus. In the UAE, Abu Dhabi National Insurance Company performs that unified bureau role.

Oman joined the scheme, and from that point, the card replaced ordinary UAE car insurance paperwork at the Omani border. Fatima Mohammad Al Awadi, then deputy director of the UAE Insurance Authority, explained the reason when the rule came in: drivers who crashed in Oman were being left to face court proceedings with nobody to help them.

Does the Orange Card Cover Damage to Your Own Car?

No. The Orange Card is third-party cover only. It pays for injury and damage you cause to other people. It does not repair your own vehicle.

What Car Insurance Do You Need to Drive to Oman?

You need third-party cover that is valid in Oman. Omani law requires it for every vehicle on its roads, and border officers check for it. You have three ways to get it.

Which Documents Do You Need to Drive from the UAE to Oman?

Carry seven things. Miss one, and you may be sent back.

  • Passport valid for at least six months; GCC citizens may present a national ID card instead
  • Emirates ID
  • Valid UAE driving licence — this licence is accepted across the GCC
  • Vehicle registration card (Mulkiya) in your name
  • Proof of insurance valid in Oman: an Orange Card or a policy schedule that names Oman
  • Your Oman visa or proof that you qualify for visa-free entry
  • RTA Tourism Certificate, if you are a UAE resident driving a Dubai-registered car

What Car Insurance Do You Need to Drive to Saudi Arabia?

You need a Manafith policy. It is compulsory for every foreign vehicle entering or passing through Saudi Arabia by land, and there is no exemption for GCC-registered cars. Manafith is the official platform of Najm for Insurance Services. It sells third-party liability cover only. Damage to your own car and your own injuries are not covered.

Can You Buy Manafith Insurance Online Before You Go?

Yes, and you should buy Manafith insurance:

  • Go to manafith.com.sa or download the Manafith app from the App Store or Google Play.
  • Select the UAE as your arrival country and choose your policy length.
  • Enter the plate number, plate country, vehicle make, colour, chassis type, and chassis number exactly as they appear on your Mulkiya.
  • Pay by card and save the policy PDF.
  • Buy it in advance of your departure, not at the last minute. The policy takes time to activate in the system. Some drivers have reported being turned back to the counter when they bought it minutes before arriving.

Which Documents Do You Need to Drive from the UAE to Saudi Arabia?

The list is similar, with one difference: your Saudi visa must be approved before you reach the border.

Does GCC Cover on Your UAE Policy Replace Manafith?

No. They do different jobs. A GCC extension on your UAE comprehensive policy pays for damage to your car. Manafith pays for damage you cause to other people. Saudi authorities require the Manafith policy, regardless of what your UAE insurer has extended.

Do You Need a Permit to Take Your Car Out of the UAE?

UAE residents do. UAE citizens travelling within the GCC do not.

For a Dubai-registered vehicle, the document is the RTA ‘Certificate to Use the Vehicle Outside the UAE for Tourism Purposes’. Costing AED 100 for a light vehicle plus an AED 20 knowledge and innovation fee, it stays valid for six months. Residents must first obtain an eNOC from the Automobile & Touring Club of the UAE (ATCUAE); the RTA cannot issue the certificate without it. Residents of other emirates apply through the Ministry of Interior instead.

If the car is mortgaged, you also need an eNOC from the lender. All traffic fines must be cleared before the certificate is issued.

What Should You Do if You Have an Accident in Oman or Saudi Arabia?

Report it to the local police first, then tell your UAE insurer. Do not move the car or settle privately.

Take photos of both cars, the police report number, and the other driver's details before you leave the scene. UAE insurers ask for the foreign police report when they process a cross-border claim. Without the report, the claim usually stalls.

Is car insurance mandatory to enter Oman from the UAE?

Yes. Omani law requires valid third-party motor insurance for every vehicle on its roads, including foreign-registered cars. Border officers check for it. If your UAE policy does not name Oman, you must buy an Orange Card or an equivalent policy at the border before you are allowed through.

Can I use my UAE driving licence in Oman and Saudi Arabia?

Does the Orange Card cover me in Saudi Arabia, Qatar or Kuwait?

The Orange Card works in Arab Insurance Card Convention countries, but Saudi Arabia requires its own Manafith policy for foreign vehicles. Check the exact list of countries printed on your card and confirm the entry rules for each destination separately before you travel.

What happens if I drive into Oman without valid insurance?

You will not be allowed to cross. Border officers check insurance before releasing your vehicle. If you somehow drove without it and then caused an accident, you would be personally liable for the third party’s injuries and damage. Moreover, you would face Omani legal proceedings without insurer support.

Will the GCC unified visa remove the need for cross-border car insurance?

No. The GCC Grand Tours visa covers travellers, not vehicles. Motor insurance stays under each country’s own regulator. Even after the pilot launches in late 2026, you will still need an Orange Card or Oman extension for Oman and a Manafith policy for Saudi Arabia.
